Celebrating 25 Years with DeCA

RS&H is celebrating a 25-year partnership with the Defense Commissary Agency (DeCA), an agency of the U.S. Department of Defense. The agency operates almost 250 commissaries worldwide, providing food and other products to servicemen and women, military retirees and their families.

“Our relationship with DeCA is unique in the fact that we have a deep-rooted relationship, and they now utilize a full spectrum of our capabilities,” said RS&H Vice President Paul Hutchins, Ph.D., PE, CEM, LEED AP.

RS&H has provided a wide range of services, including comprehensive facility assessments, agency-wide energy tracking, water and waste products, energy and waste management training, website development and more for commissaries and distribution centers around the world.

Since the first contract awarded in 1993, RS&H has been able to expand the services we offer to DeCA. The last contract included design, which allowed the relationship to evolve, adding the expertise of the Aerospace & Defense Practice’s Buildings and Infrastructure Service Group.

With the design contract win, DeCA chose to merge energy, environmental, and design contracts into one.

“Through emphasizing the quality services RS&H has provided with energy and environmental projects, a strong foundation of trust and partnership paved the way for further work in design,” Paul said.

This has allowed RS&H to design distribution centers and complete commissary renovations while collaborating with strategic partners in various locations, including the U.S., Europe, and Japan.

RS&H has provided services to DeCA from three of the four A&D service groups: Buildings and Infrastructure, Commissioning and Energy and Environmental and Sustainability. The latter two groups were recently combined to form Sustainable Solutions.

Lately, RS&H has worked with DeCA to perform retro-commissioning, uncovering issues that are difficult for the agency to fix. Other projects include implementing the Environmental Management System (EMS) to integrate sustainable operations, working to identify potential opportunities to conserve water, and providing energy analysis and training to employees.

“Our team will continue the pursuit of excellence with DeCA and expand even further into various environmental aspects,” Paul said. “We’re looking forward to another 25 years of this partnership as a trusted advisor.”
